Duncanville ISD offers bilingual education for Limited English Proficiency (LEP) students whose native language is Spanish in grades PK through 6. The mission of the Bilingual/ESL department is to effectively support our students’ diverse academic, linguistic, and cognitive needs to help them become productive members of our society. Together, we will bring a force of excellence to schools, communities, and families.
Our district offers a Transitional/Early exit program model. Students are instructed in their primary language to establish a strong foundation that will lead to successful transition into English. The child’s language of instruction in English gradually increases as he/she gains proficiency according to the state’s English Language Proficiency Standards.
Our District is currently transitioning into the Gomez & Gomez Dual Language Model, each year we are phasing out a grade level of the Transitional model to implement Dual Language. 2020-2021 will be our fifth year transitioning to the Dual Language Enrichment program, as the years progress we will add a grade level to dual language until we completely phase out the Transitional model up to grade 6.
Duncanville ISD offers English as a Second Language (ESL) to EL students who speak other languages in grades PK through 6th as well as for all EL students in grades 7th through 12th. The goal of our ESL language program is to enable limited English proficient students to become competent in the comprehension, speaking, reading, and composition of the English language through the integrated use of second language instructional methods.
Our district offers a variety of ESL models to include content based sheltered instruction by ESL certified teachers and classes designed specifically for ESL students taught by certified ESL teachers. Programs shall be intensive programs of instruction designed to develop proficiency in listening, speaking, reading, and writing in the English language. Instruction in English as a second language shall be commensurate with the student’s level of English proficiency and his or her level of academic achievement. In prekindergarten through Grade 8, instruction in English as a second language may vary from the amount of time accorded to instruction in English language arts in the general education program for English proficient students to a full-time instructional setting using second language methods. In high school, the English as a second language program shall be consistent with graduation requirements under Chapter 74 of this title. The language proficiency assessment committee may recommend appropriate services that may include content courses provided through sheltered instructional approaches by trained teachers, enrollment in English as a second language courses, additional state elective English courses, and special assistance provided through locally determined programs.

Duncanville ISD, in conjunction with Region 10, offers services for migrant students. Migrant services are available to students whose families work in one of the following areas:
- working with produce, soybeans, sunflower,
- corn, wheat, grain, sugar beets, agricultural farms
- or ranches, fields and vineyards
- working in a cannery
- working on a dairy farm
- working in a fishery
- working in a slaughter house
- working on a poultry farm
- working in a plant nursery, orchard, tree growing or harvesting

The BESL office coordinates district’s Bilingual, ESL, and Migrant programs. Our primary responsibility is to interpret and implement state and federal requirements regarding the placement and instruction of English Language Learners and migrant students. This consists of program development, curriculum and assessments, training, recruitment of B/ESL teachers, and management of state B/ESL, Migrant and Title III (English Language Acquisition, Language Enhancement, and Academic Achievement Act) funds.
