Supporting Highly Mobile and At-Risk Students


Welcome to the OSP Resource Page

Duncanville ISD is committed to supporting our most vulnerable and mobile students—those who face unique challenges that impact their learning journey. Through our Other Student Populations (OSP) initiative, we support:

  • Students experiencing homelessness
  • Students in foster care
  • Military-connected students

Our goal is to increase awareness, build campus capacity, and connect families and staff with the resources and supports they need to thrive.


Our Purpose

Duncanville ISD aligns with the Texas Education Agency’s (TEA) mission to:

“Increase awareness, build capacity, and improve TEA supports, resources, and tools available for Texas schools to address the unique needs and statutory requirements of highly mobile and at-risk students.”

We believe every child—regardless of their circumstances—deserves a high-quality education, stability, and a strong school-home-community connection.


Explore Support Services

Students Experiencing Homelessness (McKinney-Vento Act)

The McKinney-Vento Homeless Assistance Act ensures students experiencing homelessness have equal access to the same free, appropriate public education, including transportation and support services.

You may qualify if your child:

  • Is staying in a shelter, motel, car, or shared housing due to hardship
  • Lacks a permanent and adequate nighttime residence

Foster Care Students

Students placed in the conservatorship of the Department of Family and Protective Services (DFPS) are entitled to immediate enrollment, free transportation, and coordinated education support.

Support includes:

  • Immediate enrollment without typical documentation
  • Collaboration with caseworkers
  • Connection to campus Foster Care Liaisons

Military-Connected Students

We proudly serve the families who serve our country. Military-connected students face frequent relocations and unique social-emotional needs.

Supports include:

  • Transition assistance
  • Military liaison support on each campus
  • Opportunities for peer connection and leadership
